Recent studies showed that the environmental pollutant’s presence in inhabited areas is strongly related to the mortality for respiratory diseases. For this reason the European Community, starting from 1996, issued some new directives to lead member states to implement an air quality monitoring program, to report its results to the European Commission and to divulge them  annually; European directives are:

  • Directive 96/62/CE - “on ambient air quality assessment and management”
  • Directive 99/30/CE- “relating to limit values for sulfur dioxide, nitrogen dioxide and oxides of nitrogen, particulate matter and lead in ambient air”
  • Directive 00/69/CE - “relating to limit values for benzene and carbon monoxide in ambient air”
  • Directive 2002/03/CE - on ozone in ambient air
  • Directive 50/2008/CE on ambient air quality and cleaner air for Europe

In the same documents, the European Commission established very stringent maximum acceptable limits for pollutant concentrations. Italian government implemented the European directives by issuing the following laws:

  • D. Lsg 4/8/1999 n. 351 - “Actuation of the 96/62/CE directive on assessment and management of environmental air quality”
  • D. M. 2/4/2002 n. 60 – “Actuation of the 99/30/CE e 00/69/CE directives on  air quality limits related to sulfur dioxide, nitrogen dioxide, nitrogen oxides, PM10,  lead, benzene and carbon monoxide”.

These regulations, besides defining quality standards, establish analytical methodologies and instrumental techniques to be used for accurately and precisely pollutant’s monitoring.
In Italy and in all the European community member states, it is obligatory to actuate the air quality monitoring programs, in both urban and extra-urban areas, to continuously give hourly average concentrations of numerous pollutants and to consequently define intervention plans in case of acceptable limit overtaking.
